Idle CPU load and hitching -- HELP!!

Hi,

I've been having a problem since I've installed Windows XP. Every now and then my cpu usage will jump up to about 1-15% and hitch for about 30-60 seconds. It usually happens whenever I load up a new program, but sometimes it just does it for no reason. I've never had this problem until XP. It's a big pain when I'm running a game and it starts to hitch and gets very jerky.

I read the tweak over on tweakxp.com that had a solution for this, but I am not connected to a LAN.

Does anyone have an idea?

Can you ran task manager and see what is eating your CPU cycles?

What all do you have running on your system when it happens?

Have you scanned for a virus?
 
I have checked that, it's taskmgr.exe, explorer.exe and 'System' usually. No viruses, and it does it with any program running. It's extremely annoying, everyone I've asked has said their machine doesn't do this.
 
It could be a service that is running. Also when your CPU usage springs up what program is using it? If it is the system process then it could be a service.
