My point is predicated on not abusing children. as you suggest. Those who can't act like humans even in those conditions should face the appropriate penalties. How many IT people for ICE would fall into that category? There was no differentiation in the release of information if that ever mattered.

I don't like any of this but just like there isn't a law mandating separation does not mean there's one against it and there needs to be. Precisely what law did the IT person break? Police kill innocent people. What do we send the dispactcher to jail for, and in this case a crime is actually committed. If we're going to make progress we need to get the semantics straight.

I think this is a good start, obviously there are a lot more than 1,500 people working for ICE. But by exhaustively interrogating those 1,500, and then cross checking, you can probably construct a pretty clear picture of who worked for the organization and when.
