where the hell do i buy a new one? the it came off and i asked the dealership to reattach it for me... it wasn't broken or anything, i just hit some grass and it popped off. well, they fucking double-sided taped it back on there. i was driving along and it fell off on the highway. douchebags.

Double sided tape is the way it should probably put back on, but the stealership probably didn't prep the panels correctly. 3M makes really good double sided tape and they also have little prep packages that come with it, I would recommend them.

As for the part, you probably have to get one from your dealership or junk yard. Good luck !

Yep, sadly most of the plastic trim panels are just stuck on with tape. The tape is good stuff though (some people that mod their computers use it to hold plate glass in for a side panel window).

If you stick it back on yourself, look around for the right 3M tape (it's called exterior adhesive or something like that), and clean both surfaces thoroughly. Make sure they'res no debris, dirt, burrs, etc. on either edge. When you stick it down, keep your fingers from touching the contact side of either panel, or the sticky side of the tape (the oils will keep it from sticking properly). Peel off a small amount of the plastic coating on the tape, stick the exposed adhesive to one side of the panel that will be attached, and slowly peel off the rest of the backing while using something like a ruler or iron (off) to keep the adhesive part flat as it makes contact. Finally, lift the new panel up to the part it'll be stuck to, and repeat the process with the tape (peel back a small piece, etc.).

It's not rocket science, but taking the extra time to do a procedure like that is the best way to ensure it'll actually stay on.
 
Should be held on with one way push on plastic clips. Those kinds of clips get loose and don't hold things very tight and allow trim bits to rattle, especially when forces start getting involved (eg: curbs). Either get a few clips from the dealer or go to Ace and get a few small bolts, nuts, and washers of the same diameter and do it properly.
 
most of volvo's trim parts lock in with clips integral to the part. there are probably some round u-shaped tabs on the lip piece that lock into the bumper. if you hit it on a curb or something hard enough to knock if off, it may be deformed as well as the clips being damaged.

the dealer tried. i'm sure they also gave you a price for a new one and you said 'no'.
