I'm looking for an episode where Homer cuts his pant legs very short and his pockets are visible (the white cloth). I don't remember anything else about the episode and that's why I can't find it on google. Help!

I remember that he did it to emulate someone else. I don't recall who though...

He introduced his new look at the power plant talking to Lenny and Carl.

Is this the one where at one point he is protesting something and riding the lawnmower in front of a construction site?

I'm pretty sure it was Season 11, Episode 2 "Brother's Little Helper"

EDIT: Confirmed. Bart is taking Focusin, and tells Homer he could be more successful without wearing bright blue pants all the time ("We're not on a golf course"). Homer then makes them into cutoffs.
