Say that they do not keep any DVDs instock per say, all they have is DVD-RWs, all the movies in stock are ISOs on their server at the rental store. If a person wants to rent a video, all they do is walk up to the kiosk, insert their credit card, select the movie they want, computer burns it automatically to the DVD-RW and bills there account to keep track of when it is due back (person reinserts their card when they return it, so they know that person has returned that move and will no longer be billed). If they did it this way, the MPAA would be able to get money for each movie that is rented, rather than by total sell of the DVD itself. This way, the new releases or any movie you could ever want would always be instock and ready to rent. No more, sorry, someone already has it out on rent right now, check back in 3 days. Would this ever be concievable?
