you know how with most types of rechargeable batteries when you first get them new, you're supposed to charge them for a really long time and then discharge them completely, and charge fully again a few times or something in order to make them function well.
barely anybody knows/remembers/has the patience to do this, so why not make them precondition themselves?
for "smart" batteries like li-ion:
have the circuitry in the battery tell the device it goes in to charge it in this way the first time, and not let you use the device until it's completely conditioned
for AA type batteries:
have a "preconditioning" switch on the charger that does all the right stuff when you set it to that
