IDE drive weirdness

So, I'm using a bunch of old parts in a build to give to my parents (they're running windows 98 right now), and only one thing is still not working - my IDE backup drive.

I'm running a main hard drive in SATA, but I had an old laptop drive left from an old comp and decided to put it in with an IDE 2.5 to 3.5 drive converter (from IcyDock.)

The only problem is, when hooking it up with my IDE CD drive, it won't turn on, nor will it show up in the BIOS (neither will my CD drive). It will turn on if only the power is connected, but the IDE cable isn't plugged in.

Can anyone tell me what I'm missing? when I looked at the drive converter, there was no master/slave jumper pin block, so I figure that can't be the problem....
