IDE card question

I was looking at PCI IDE cards in a shop today, they have 2 IDE ports on them. Do these cards allow you to run 2 or more extra drives? If so would they have their own chip on the card to handle the drives as I am guessing the m/b would not be able to support them by itself.

Okay sorry in advance to overexcitable persons if this is a dumb question.

Actually it will allow you to add 4 more devices. Yes the card should allow you to use drive that the MB might not suport, that is if the card is designed to support them.
