Sounds like the one that doesn't work is running at a speed not compatible with your network.

If your desktop is running Win98 go to Start->Settings->Control Panel->Network, locate your NIC in the list, click it and select Properties. Then click the Advanced tab select Link Speed and be sure to set it to the correct speed. DO NOT select AutoDetect. This is unreliable. Also set the correct duplex.

If you're using Windows 2000 Professional go to Start->Settings->Network and Dial-up Connections. Right click the network connection that's active, select Properties and in the top part of the window is a box that says Connect using: with a NIC listed in there. Select the Configure button, the Advanced tab and select your Link Speed/Duplex Mode.
