ICS Without upgrading to 98SE

I need to get ICS working on a PC with 2 NIC's but don't want to upgrade from Win98 to Win98SE or Win2K. Is there a FREE utility to let me do what 98SE does with ICS?

Check out Winproxy, Sygate and I think Analogx has a free proxy program too.
