ICS without an internet connection(want to use as DHCP server)

In win2k pro, can I use ICS without a connection to the net. Im setting up a 15 or so client lan at a lan party and i was planning on using a static IP on the server machine and then using ICS to assign ips to the clients. Will this work? Also, if it makes a difference everything is gonna be plugged into a 16 port linksys switch(should the server go in a regular port or the uplink?).

It does not matter as long as you use the right cable.

Hub (regular) to Hub (regular) - crossover Cable.
Hub (regular) to Hub Uplink - Straight Cable.
Hub Uplink to Hub Uplink - crossover Cable.

NIC to NIC - crossover Cable.
NIC to Hub - Straight Cable
NIC to Uplink - crossover Cable.

 
also on a side note:

dsl/cable modem -->hub = crossover
dsl/cable modem -->hub (uplink) = straight)
dsl/cable modem -->computer = straight
