If you are looking for a "cheap solution" you can use ICS.
ICS is free, but:
1. There is certain setting of Internet connection that ICS can not handle.
2. Many people experience difficulties with the connection after using ICS for few months.

Most DSL provider use PPPOE protocol to authenticates the connection via User ID, and Password (that what WinPOET does).
A much better solution is to get a Cable/DSL entry level Router, and replace both WinPOET, and ICS.
You have to type the DSL ID and PW into the Router menu, and check in the Router menu the place to keep the connection alive (always on). Instruction to the specific Router will be in the Router Manual.
As long as you don't switch off the DSL Modem, and the Router you are connected "forever"
You can uninstall WinPOET and Netscape (or whatever software they dished you).
The Router's PPPOE capacity is independent from the Computer, and it keeps the connection alive.
