ICS client grabbing 169 address?

I have ICS (dial-up) set up between to XP pro machines. The network has always worked fine, then yesterday, I restarted the client and then it was assigned a 169 address with is an APIPA. But why would it do this? The DHCP server (host machine with the dial-up) hasn't changed, so the client should still be able to pull a 192 address. I don't know why it isn't. The cable is fine, both cards are functional with green lights, but there is no network activity. Statically assigning the client with a 192 address does not work either. Anybody have any ideas?
 
Its a 169.254 address? That indicates that your not getting a connection to the dhcp server. If you cant ping the other interface when you configure a static IP, I would start to check the cabling and try another nic card if you have one.
 
Yeah it's a 169.254 I've tried swapping cards and cable, I still get assigned the same 169.254 address. I can't ping the host with a static ip assigned either.
