Is there a way I can see the last time an ICQ user was online either from the contact list or from the Personal Communication Center?

there isn't a way...not that I have ever found.. or at least not that i remember

How about a way to check to see if the user is active. I want to see if someone even uses there ICQ any more.

I just got an email from ICQ, it isn't possible wiht the current version. Oh well.
