Icon association problem

So I've reinstalled the OS (XP Pro SP2) and after installing all the programs including Office 2003 I noticed that icons for my many saved web content pages have turned from their original IE blue to some generic. I tried to change icon associations according to file types but couldn't find where to do it. I made sure that IE is still my default browser and it is, but icons are gone.

It's not that generic file icons irritate me so much, but I notice them and would like them to go away because it's the only thing is the setup that isn't working right.
 
A very big irritation caused by office 2003 to me too.......

I now make it a habit to remove the two meta-data lines which cause these icons from any htm or html file I save from the internet (if present) or in any office 2003 program I use to generate the htm/html files. Another problem I have encountered is all htm/html files opening in Word instead of Frontpage 2003 when I click on edit. Haven't found a solution to it yet.
