How does the seeding system work?

I see teams with less points ahead of ones with more. What are they taking into account for the seedings?

Because a team won their division, therefore they get a better seed than the 2nd place team in another division, regardless of points.

You'll see Atlanta has less points than many teams but still gets that 3 seed because they took the division.
