IBM PC Camera. Others need same app?

I am running the app that came with the camera drivers...
Does the other user have to be running the same IBM PC Camera app?
Actually, I dont even see a setting to connect to another person..
(Just stuff to capture stills and video and send it,,,more like a standalone app...)

Or do I need to use this with some kind of general protocol app (that sends jpg's back and forth) ,
like netMeeting to actually doa real time video chat?

You need to use Netmeeting or simmilar app to do the type of thing you want (Video Conferencing)

What are other common apps people use, besides netmeeting? Does netmeeting come with IE ? I don't have it installed.

I feel that Netmeeting is the most common. MSN Messenger, Intel Video Phone, CuCmee (See You See Me) also. Yes, both users need the same app. I have done it successfully for the past 3 or 4 years, but it's a PITA. (Bandwidth problems, router limitations, etc.) You can go to add/remove IE to add the Netmeeting component, but first snoop around your system for "conf.exe" Hope this helps.
