ibm eserver x series 330 hotswap sca harddrives not spinning

hello

i recently got a ibm 330 server with scsi sca hotswap drives....upon starting the server i noticed the two hard drives don't actually spin up but the light's on the backplane light up when the hard drives are inserted in their bays....

bios get stuck at detection of the scsi drives when the drives are inserted......

i am wondering what my initial approach should be.....
 
SCSI drives don't normally spin up their motors until the controller tells them to. If the controller is hanging when trying to spin them up, I'd suspect bad drives.
