Bwahahahaha! It's not going to be much use if you don't know your way around OS/400 and CL.
IPL (power on) on the AS/400 is simple - just press the power button - but to do anything useful you'll need, depending on the vintage of the AS/400, anything from a 5250 emulation card and 5250 emulation software on the PC for old first & second-generation AS/400's, to a simple serial cable connection (but using a custom serial cable) on latest AS/400's. The AS/400 cannot link directly to a screen - you need a console or PC to do anything. In all instances you'll need Client Access/400 loaded and configured on teh console PC.
E series.. I forget what family that was from.
IP Support was not standard on old AS/400's. However, it was shipped as standard with all IP functions normally required from OS.400 V3 onwards I believe - but not installed. Later OS revisions did have TCP/IP functionality as standard. If you don't have the original manuals, software tapes, etc (it's a mountain of paper and tape occupying at least one filing cabinet) it's going to be a long struggle.
And I'm not going to get into explaining how it works, because if I explain one thing I'll guarantee you'll have 999,999 other questions straight away. Sorry. The link below might help you in asking for old manuals people no longer need, old tapes, etc.
One thing I can suggest is if you have any friends working in corporates in the IT departments, especially in the finance and manufacturing industries, they have have an AS/400 stashed away along with manuals and tapes.
