Your error was expecting your arms to gain any size while you were attempting to lose inches on your waistline. You have subcutaneous fat on your arms just like you do on your midsection. Curiously, I must have made an error when measuring my biceps at the start of the contest. They're down .5in/1cm from July. Maybe there was just extra cushioning there. They're definitely stronger, but I don't know if they would lose that much size just from my weight loss

Assuming your body stores fat relatively evenly across your arms and torso (subcutaneous fat storage preference varies from person to person, but just humor me), your goal of losing enough fat to go from a 36" waist to a 33" waist would bring your arm size down from 15" to 13.75". At your new bodyfat level, the muscles in your arms would have to grow 35% (by volume, not circumference) in order for you to have 16" arms.
A much more productive goal would be having the ability to do a certain number of chin-ups or push-ups.
