Skylake-SP do not have 3.7Ghz Base Frequency。。

Ah, that's a good point. So perhaps they will refresh Skylake-X with higher clocks and TDP... and then include Skyake-X LGA 3647 as well with 200+ W TDP and big bucks. It does make sense given a quick turnover from Skylake-SP to Cascade Lake-SP because of Spectre/Meltdown. Then release Cascade Lake-X at some point in 2019.
