I've been thinking about upgrading to an i9-9900k, MSI Z390 Gaming Plus, 32GB Crucial Ballistix Sport LT DD4-2666, and I'm still undecided about which case and CPU cooler to get. I really don't want a bulky case. I want something smaller than my CM690 II case. I also understand the the 9900k has a 3.6GHz base clock and a 4.7GHz all-core turbo clock and I would like to have sufficient enough cooling to prevent it from throttling during CPU stress tests. What would be an ideal CPU cooling/case that will keep it at 4.7GHz all-core turbo without throttling for this CPU in CPU stress tests?

Hey! Somebody moved your thread. Mighty nice of em. So let's see.

I highly recommend an AiO for a 9900k. There are a number of them that will work for one running at "stock", which for a 9900k sort of varies based on which board you use. You should expect to treat it as a 160W CPU unless you wind up with a board that implements PL2 limits @ stock (then it can be 210W) or unless you tweak your settings to force it into a 95W power limit. Regardless, there are a number of AiOs that can handle the load.

One I would look at would be the EVGA CLC 280. It's not that expensive, and it stacks up pretty well against more-expensive AiOs with 360mm rads.

From there, pick a case someplace like pcpartpicker based on this system build stub:

If you really want something smaller than your CM case, you may want to switch to an mATX board.

that is a full size ATX board, so your choices in small cases are going to be limited.
typically if someone wants to shrink there system, they would go mATX especially on a cpu which can not even support that many pci-e slots with full lanes.

And yes its going to be very difficult to find a case smaller then your 690 II.

Define C/Meshify C fit the bill of smaller case pretty well, and have some decent options for cooling aswell.

i9 9900K
Corsair H115i Pro with 2 ML140 Fans
Corsair 760T
5.0 GHz OC
-2 AVX Offset

Lower 80's in Aida 64 Stress test. But it all depends, I could test 10 9900's and have 10 different results.
