Is that Noctua model a price point for you? Or will bigger heatpipe coolers fit in your case?
Unless the case is a limiting factor, either something like the ThermalRight Grand Macho or the NH-D15 Noctua should clear any limitations for stock settings. Overclocking -- that might be a different question.
But lab tests on the two coolers I mentioned showed them to give results just about 3 or 4C warmer than various AIO water coolers. Of course, this was information I'd dredged up over the last five years. I'm not so sure there's been that much improvement if any for heatpipe coolers since I made my own choices.
