i7 960 throttles under load

Hey,
I have an i7 960 with a dx58so2, and my procesors's multiplier keeps dropping to 12 or 13, it will stay at 24 for a few seconds but after that it just drops all the way down. turbo boost and c1e and speedstep are disabled in the bios. The processor is not hot at all, i haven't seen it go over 55 degrees while stress testing. I remember reading something about a CPU TM function on other motherboards but i cant find any setting like that in my bios. Anybody have any idea how i can stop it from doing this?

i would pull up the erata data on which ever bios version you have... there my be something in there.

how would i go about getting that? sorry if its a dumb question but i googled and got no answers.
FYI the procesor also runs at full speed no problem when there is no load

I figured out what you meant by errata data, I didnt find anything relavent. Basically i guess what i am asking is what kind of stupid name intel came up with for cpu TM function in their bios. I've looked through all of this and havent been able to find anything: http://download.intel.com/support/motherboards/desktop/sb/biosglossarybymenu_v17.pdf
But even when the cpu tm is enabled, why would it be throttling it all the way down to 1.6 ghz under load when the procesor is running within perfectly acceptable temperatures?
