i7 920 multiplier

Lastnite Cpu-z and Easytune started showing the i7 920 multiplier at 3x which shows 570Mhz. I have the machine overclocked at 20x 190 which gets 3.8 Ghz. Real temp, Sandra and System properties all show the correct values. When I run Performance test or sandra's cpu tests the results are extremely bad. The machine was running fine nite before. I did install the corsair 850tx the previous nite and all was good. I have loaded optimized defaults and booted into windows with same results. Also cleared cmos(it did work) to no avail. I have tried every combination in the bios the will allow the machine to boot but always get the same resut of the 3x multiplier. I've tried all I know to fix this issue. The voltages all seem to be in line and the core temps also look good.. Realt temp at idle shows 34-45c (at different clock speeds). Any ideas what could be causing this?
