Question i7 4790k non - overclocked 40°C at idle

Is it normal to have 40-45 °C at idle? and the fans are running at almost 2500rpm consistently after startup.

When gaming my cpu is getting 70-85°C, while using chrome my cpu temp is 55-60°C

Is it time to buy a new cooler? I am planning to get noctua nh-d15s. Or any recommendations that i can consider preferably NOT HIGH PRICE POINT,GOOD COOLING THAT CAN HANDLE MY CPU AND NOT LOUD.

Processor is i7 4790k
GPU is NVIDIA 1050 Ti (planning to upgrade in the future after fixing cooling issues with the cpu)

FYI : my cooler is Corsair H100i i had it for 4-5 yrs now i think. I had my pc cleaned and the guy that cleaned my pc said that my pump may be dead?
I also recently just re-applied my thermal paste.

The D15 is a monster heat sink.
Its on the pricey side tho.

Simular heatsinks would be :

beQuiet Dark Rock Pro4.
Zalman CNPS 20x



However since your not overclocking, you could probably get away with:
Scythe Mugen 5
Coolermaster Hyper212

I would probably go with a Scythe Mugen 5 as its most likely middle upper ground and cost less then a D15 or the other big boys i listed in the first category.

Well in my country it's not that pricey. But my problem is the stock of the item haha. Thanks for the recommendation thou, i am planning for plan B if I can't find d15 on the market.
