I have a i7 4770K stock speeds on an all in one cooler and it has been running for years with no issue, today I restart and POST says CPU fan error and CPU over temp. In the bios is says the cpu is running 87c.

I have switched to a smaller AIO cooler / and new thermal past and still have the same issue. In windows no load its showing 100C some cores show 35C. Is the chip busted ?

cpu fan error means ur pump probably died.

Pump dying means your not circulating the water to the radiator to exchange heat, hence why its over heating.

If after you swaped pumps and your still having the same issue, i am sorry to say maybe your fan port on motherboard has shorted out. I would diagonose the fan port header then by connecting a fan to see if it spins when you turn the system on.

Try plugging the the AIO into a different fan port.

Which AIO is this?

And did you try coretemp instead?
You could be using an old HWMonitor which is not correctly reading values properly off the 4770K,
