i3 3210 + R9 280x= bottleneck?

Well if he already has the Core i3 3210, then he should stay with that and upgrade to Core i5 or i7 later. He can play every current game with the Core i3 using the R9 280X.

But if he is planning to buy new, then he should consider Core i3 4150/4330 or FX8320E.

Another good alternative will be the new Athlon 860K with FM2+ (A88 chipset) Motherboard.

I just went from a 750K to a i5-4590 and the increase in performance was substantial.
 
Also your motherboard doesn't support Intel 4000 series CPU. So yeah, don't listen to those recommending 4000 series CPU, you'll literally need to get a new motherboard if you do that.

We are aware of this. He mentions going to a 8350 so he's obviously considering changing boards too.

But yes I agree, get a 3570K used off ebay and call it a day. (Depending on what he has for a motherboard - is this a prebuilt PC?)
