I believe you can gift games to others so long as you do not install it yourself. Once you tie the game to your Steam account it's permanent. And Steam accounts are non-transferable. So you can't give the whole account away (or sell it). Well, not legally at least. I'm sure it's happened.
Renting rather than purchasing games gives rise to this issue and systems that are allegedly employed to prevent piracy are more often aimed at prohibiting re-sale, as you have discovered.
I wish there was a way to install select steam apps in different hard drives...for example, old ghetto games that don't require a faster hard drive...or is there a way?
