I wish it were a miracle--but it's not. What's going on?

Most days when I flush or flush & fetch work, I have something like 17-32 RC5 packets in the buff-out that gets 100% transfered.
So why do I occasionally--like tonight--have 172 units in buff-out, when I flushed as always ~24 hours ago?

Check that your not having A) network problems and cant flush (which could also mean no fetch meaning 100+ random) or B) disk access problems.

If it is disk access problems, you shouldn't be too worried; the RC5 master keyserver only accepts a certain range of blocks right now(like the 30%-40% range). So any blocks that aren't allready bad due to curruption will most likely be thrown out for being in the wrong range.🙂

Did you check the size of those packets in the log ? You will end up with the usual number of blocks if they were small packets. That would be normal.
