Ouch. I've rubbed my eyes before. 
There wasn't much on my hands at all and I had already washed them, and plus I didn't directly rub my eye but it still got a little on there and burned like hell. LIKE HELL!

Just kidding... I did the same thing once before. After 12 hours of my hand burning, I soaked it in some milk and that seemed to take care of the problem. Soap and water didn't seem to do anything.

Kinda like certain vitamins, hot sauce, or rather capsicum (sp?) is not water soluble, so water does no good.
Milk is probably as good as anything, but a sugary liquid is ideal.
I don't recommend it for hands and eyes, but next time you eat something hot, have a french fry with lots of ketchup after; it cools things down pretty quickly.
