Bond seems a little more sneaky than Jack, but he relies on high-tech stuff a lot. Jack just blows things up. And kills terrorist. And decapitates child molestors and puts their heads in bowling ball bags to deliver to other terrorists in order to re-assert his cover identity.

Without gadgets: Jack. With gadgets: Probably Bond.
 
Connery Bond would school Jack Bauer.
Roger Moore Bond would win by a closer margin.
Bauer would kick the crap out of Pierce Brosnan Bond.

All the Bonds but Connery seem to rely a lot of gadgets.

Connery is a special exception. Connery could take out Jack Bauer and every other subsequent Bond.
