I would NEVER spend over $50-60 bucks on someone with less than a few hundred posts, no refs, unverified paypal and AT LEAST calling them and talking to them before I commit to anything.
I would want, name, phone number, address, picture of goods with today's local newspaper in it and more if I was going to shell out an amount closing in on a grand for someone of his standpoint.
Sounds a bit excessive but if someone is really wanting to make a sale this big then these are SMALL efforts to make.
I'm not trying to lecture because I'm sure the points have been long since taken, but you have to worry about yourself and yourself alone when you are trading on the internet. You can't be nice and you can't be trusting if you don't want to get screwed.
BTW, anyone that says "I'll get you your tracking number later" and either fails to do so or gives you a "Haven't shipped" after that, is already a confirmed liar. 99.999999% of the time, you might as well start the "anti-troll process".
In this situation, tell this guy that you will release the paypal complaint the second the laptop shows up at your door. He's lied to you already and now you have no reason to believe that he will ship, once you release the complaint I don't believe you can start it again.
