I want to watch recordings on PC on my TV

I currently have a PVR-150 that I'm using to record to MPG. I want to be able to watch my recordings directly on my TV, but the PVR-150 only has S-Video and Composite video inputs with no outputs. I don't have a PCI-E slot on my PC, only PCI and AGP. What would be the cheapest/easiest solution to my problem? I have tried looking at external 15-pin (d-sub?) to Composite video or S-video but are either too expensive or have bad reviews. The Nvidia AGP cards I've tried that have Composite Video outputs are just not cutting it in terms of viewability. I've also tried cheap PCI cards that have Composite video with no luck.

Any suggestions?
