for months this dell 4700c has has multiple issues, all steming from some unknown source.
I made the mistake of not questining dells drivers.
Turns out that their Intel Chipset Drivers are awfully out of date and this actually cripples SATA drives, leaving me with a pathetic < 5MB/s of thoroughput when in windows. When out of windows, using disk utilities and the like, eveyrthing had checked out fine.
A little investigating and now I am getting burst speeds of 100MB+ /sec
and sustained writes of 40MB/s
