I know nothing about web design or HTML or coding or anything... but i pick things up fast and im great with technology in general, just not software. This website will be a pretty simple 1 page with text on it and a comments list, or a small forum maybe, theyre not mandatory but they may be of use.

If i have to i may shell out some cash for a server, but that depends how far i get with the site (im assuming i can build the thing offline then upload it?).

Avoid frontpage and word, check out some of the guides at W3 schools to get started. Sign up for a domain with namecheap.com and then sign up for a shared hosting account.

Use something like a blog or CMS or read up on (X)HTML/CSS. NameCheap.com for the domain, hosting you can shop for (CookieHost and Host Gator are the 2 I recommend the most).

W3schools, HTMLGoodies, WebMonkey are three good resources to learn, and opensourcecms.com has various blog/forums/CMS packages on there that you can mess with for free.

I set one up on my computer (the one I'm using now) this spring.

I got a template from here and found a free HTML graphical editor (kind of, anyway - to do it right you have to look at the code) calledPagebreeze.

I set up Apache server using Google as a guide and started hacking away at it.

Later I added an SQL server and set up a forum using PHPBB.

All told I was up and running after 2 days (website) with another day for the forum.

I also did FTP and SVN servers... plus I can remote desktop in. I can basically do anything on and get anything from my computer from anywhere.

Get an introductory book for XHTML/CSS from bookstore or library. "Beginning HTML with CSS and HXTML" (by David Schultz) is an easy book to read and took only 3 days to read from cover to cover. You'll learn the essentials for creating a website. You can pay for hosting (or find free hosting) after that and upload the website.

CMS' are also an option, but you may need to customize one, and it's better to have at least a familairity with basic HTML to do so.

Where do i get a domain name? Whats a good price for one? Do i need any of their hosting options?? Cant i just host it myself off my own connection on an old computer or this computer??

I would really advise paying for shared hosting through someone else if you are just beginning. Setting up your own server is not the easiest of things and unless you have a small site or a huge amount of bandwidth you won't be able to meet your sites needs. Namecheap is good for domains, I think it's like $8.41 for a .com right now with a coupon.
