I want to make a signal strength plot, anyone make one before?

Hello,

So I took some data and have lat/long coordinates and my signal strength (measured in dBm). I would like to make a plot similar to this. But I'm not sure what kind of program to use. Anyone ever make a plot like this? Thanks
