I think anandtech did some house cleaning because my previous post a few months ago is no longer available. So I'll ask once again, which site offers the best deal in web hosting? I remember someone posting a website that charges $10 for one year subscription. Which one is that?

This will be my first endeavor in hosting a website. Primarily I want to set up a forum. At the moment I'm having problem coming up with a domain name.
