You might be able to succeed with a sh1tload of cuacasian-toned foundation make up. I would go to a make up counter somewhere like at the mall or something and just pick the ladies' brains for ideas.
Your best bet would probably be to apply a mixture of concealer techniques(normally used on tattoos and scars and whatnot) along with colour heightening techniques(blush and similar used to bring color to pale skin), possibly used over a layer of flat white to conceal the pigment below. You'll need some lipstick as well.
In terms of hair, your best bet is to go with your existing eye color and eyebrows, and see about getting a black wig with straight black hair in a generic male cut. Your hair colour is fine; but the texture needs to be hidden.
That would be the theory; but makeup relies heavily on practice. Ideally, you need a capable assistant for this project. Ideal would be a white man or woman with experience in theatre. Failing that, the white woman most likely to know something about cosmetics is likely the way to go. At best, such people will have extensive experience with makeup. At worst, they should at least be able to apply a vaguely concealing wash of colour over a flat white base.

I'm not sure what all he used, but Chappelle's white news anchor wasn't convincing but it got the point across. It looked like a wig and some heavy powder type makeup.
probably a lot of that white base powder siht. if you know any girls theyll be able to apply it if you get it at a costume shop. maybe you can get a cheap blonde wig or silicon piece and then some huge glasses/buckteeth to keep peoples eyes' moving around the whole face and saying 'hey thast a white guy!'
A blonde comb-over wig would set it off. I agree with the tennis prep idea. Some white bermuda shorts, a polo and sweater vest, or a sweater tied over your shoulders.

Since your skin is darker, shorts would be out if going the surfer or skater route unless you do the knee high socks thing. I forget where to get it but an online search should come up with the professional makeup to give you that "Chappelle show" white guy tone. Just be wary, the makeup is very thick, will rub off on clothes and will make your skin break out if worn for an extended period of time. What I would do, just as I did years ago when a friend and I went as "Milli Vanilli" on Halloween when they first got busted, make the clothes over the top and wear a big wig. If you get the combo right, everyone will get it regardless of the skin color. I used a mop head dyed black with a giant paisley bandanna, baggy jeans and tight t-shirt and "everyone got it"! Nobody even mentioned it being offensive, just hilarious.
For a generic "dude", get the surfer dude wig at any costume shop along with some over the top sunglasses. Some sandals with socks, not too baggy of pants and either a polo shirt or a longsleeve surf shirt. Dont forget to say "hey dude, my names Chad bro".
Now,
I would go 80's with it and be the black Crockett from Miami Vice with the surfer wig, sunglasses, loafers with no socks, gaudy color 80's sport jacket with the sleeves pushed up and white baggy pants. Dont forget to top it off with an over the top color t-shirt with the neck collar torn off. If you can, pick up one of those dime store plastic gold watches to go with it.
