My laptop keeps repeating keystrokes. Like if I type the word "tiger" it will come out "ttigggerrr" This is hugely annoying.

I already went to Control Panel --> Keyboard --> Repeat Delay and set it to "Long". This does NOT fix it. It is almost like it's a hardware repeat glitch, not a software/OS repeat config issue.

Anyone have any ideas?

Could be a virus.

Could be dirt accumulating below the keys (you can take them off and use some compressed air).

You could try a system restore point, from before you had the problem.

If it's still under warranty, you may want to give Dell a call.

I would definitely call Dell then (is it the model in your sig?). Being new rules out a lot of possibilities here.

You MAY want to try uninstalling some of the programs you have put on the laptop recently, assuming it didn't come out of the box this way.

Since it's the T G and R keys (all closely grouped together) that are having a problem, I'd suspect dirt or something else stuck under the keys, or something sticky got spilled on that part of the keyboard.

It could be the keyboard new or not... Have you tried an external USB Keyboard? Call Dell and have them send you a new one. Or get one from ebay or ...

Test with a Live USB with Ubuntu or with other Linux distribution, to see if it is a hardware or a software problem.

Or test with a USB keyboard.

Yes!
Try a USB keyboard and if it does the same thing then it is an OS issue and not a hardware issue.

If the laptop is under warranty, I'd make Dell fix it.

I know of one Vostro 2520 laptop that went through four replacement keyboards before they finally managed to get one to work properly with it.

The problem doesn't seem to happen with an external wireless keyboard.
This makes me think it's the Dell keyboard and not the OS
