The language in the first strip uses the term "I knows" which is showing Condoleeza Rice as an ignorant black southerner. The second caricature, she is depicted with big lips and buck teeth which can be seen as being racist.

Rice is a freakin' parrot. And, she does have very prominent front teeth. Never heard of lampooning?

Yes, for the most part but you rarely hear that much anymore. View some older movies from the 30's and 40's and you will typically see the black characters dialogue consist of "I knows" and "yessums" etc. Many of these films are considered rasict now although they were accepted back then. I know its hard to prove but I can only relay personal experience. I lived in a poor county in Tennessee and traveled to even poorer counties. I've come across many uneducated elderly white southerners and can assure they do not use that term. Most left school in the sixth grade to work on the farm. This type of language depicted in the cartoon is meant to depict Condoleeza Rice as an uneducated black person. Sorry but its difficult to explain to someone in Iceland.

I've already pointed out the second one is iffy. BUt using "i knows" and brown sugar is racist. If I submitted a cartoon depicted Jesse Jackson as a typical black person with a bastard child for example, him and Al Sharpton would be all over me like stink on sh*t. Where is the outrage?

If I remember correctly then bubba in Forest Gump said "I knows", was that movie racist? What about when ordinary white people are shown as rednecks or hicks, is that racism?
It is true, this is something I personaly dont see as racist because I have not witnessed it first hand, but I'm trying to understand 🙂

I've always loved doonesbury, and I don't know if there was any intent involved here, but we've created a very high standard for avoidance of racially motivated insults, or even the appearance of these.
To be fair I would associate "brown sugar" with attractive black women, not uneducated or stupid ones. That notwithstanding, I think this probably crosses the line.
 
The first & 3rd cartoons, were the text uttered in the workplace would get you in trouble in the wrong setting.

They're racial...

The 2nd one is fair politics though.
 
I don't know if I'm way off base here, but read it again: to me, it seems like Condi is calling Bush " Brown Sugar".
 
The news would be all over this if it were Clinton and a black appointee depicted there. And yes, it is rather racist in that it over emphasizes on stereotypical African American slurs/racial characteristics.
 
I tend to agree with the OP that one and three are condescending racially and sexually.

But on the "brown sugar" issue, is there a reason for putting "brown sugar" in quotes in the script ? Is it perhaps a phrase Bush has actually used ?

And the comment is coming from the Bush character in the comic, which to me means Trudeau isn't making the insensitive remark himself, but is commenting on what he sees as Bush's insencerity in appointing blacks and or women to high posts. I don't necessarily agree with him, but it isn't "racist" on Trudeau's part to have that view of Bush.
