I think I fried my cpu...help?

Ok I had post this in the CPU board but didn't get much of a response. I hope it's ok putting this here.
This is my current setup:

Athlon XP 1700+
MSI K7T266 Pro2
2x 256MB DDR
Radeon 8500 128mb
2 HD's

Ok, so the last 4 months I knew I hadn't been running it at 1467mhz but instead 1100mhz, this happened when I first put the sytem together 4 years ago or something. So I knew I had to bump up the FSB to 133. At the same time I thought I might mess w/ the CPU ratio and so I changed it. Now The i get no signal from my video card and the D Bracket (diagnostic lights) on the back of my computer say that I've either installed the CPU wrong or it's basically F'ed, and yea so I think it's F'ed. I tried clearing the cmos by shortening it w/ the jumper but no luck... is my cpu gone?

Now if it is gone...how do I clean the bottom of HSF so when I toss in a new/used cpu I just apply some artic silver or whatever.
