OK, got it working finally.

Kinda fun. Its like an annoying version of Simcity 4. But I will keep with it.

Beware, it's addictive. Especially since each mission can easily stretch for hours considering you want to complete secondary quests as well. Micromanaging gets a little tedious in the later stages and holy hell that uplay is a pain in the ass. But it's all worth it. Also, Epic music.
