I shut down the rig, and it... restarts...

everytime i shut the system down, it does all the procedures for closing, and then it restarts. I have to press the button (the only button i have ) for 3 seconds to close it down for real.
what do i change and where?

Disable power management on all USB root hubs in your device manager; that worked for me.
