I really want a modern Actraiser.

The closest you'll get is probably the Black & White games, although obviously they're incredibly dated now.

You dont have a regular action sequence followed by city building.

Actually, what I was thinking of was more like Sim City combined with GTA.

I recall loving Actraiser (1, never played 2), but I'm not sure the premise and gameplay would hold up all that well.
