So it's time to repaint my front porch. i paint 1/2 the steps so i can still walk up the unpainted half.

it rained overnight. In the morning, the Rain beads up on the painted side. It's dry on the other side. Did it soak into the wood?

What happened to the water?

If it soaked into the wood, the wood would be wet, wouldn't it?

on a related topic: How much wood would a woodchuck chuck if a woodchuck could chuck wood?

The paint is greedy, so it holds onto the water drops. The wood doesn't like water, so it makes it evaporate faster. True story.

If this is a serious post , then yes , of course the water soaked into the wood.

Why did'nt you coat all the steps with a Stain type sealer instead of paint ? Unless you totally strip off what you already painted , you cannot do this.

Nah, you can paint it. It might be unsafe. There are additives that you can add to your paint to add traction for that though. Otherwise, there are many painted porches, and they even make a special paint for doing so.
