I picked up some cheap Paradigm 11SE MKII's but there is some rattling

I got a pair of these towers for $35! I took one of the woofers out and noticed the cone is detached from the foam on the outside. Can this be the cause of the rattling and could I just glue it back together?

Yes that's very likely the issue. The whole assembly needs to be solid and ridged because it's constantly moving back and forth. Anything loose will rattle.

You can try gluing it but there's a chance the the cone and surround isn't in perfect alignment anymore. Misalignment can cause noise too when the cone moves. It looks pretty beat up but worth a try.

Glue the edge a bit at a time. Reconing is a major PITA and has to be done perfectly and easy to mess up. If there is enough glue already keeping the cone centered, then gluing down the other spots should work fine.
