I need to transfer 8MM video tape to DVD.

I am now even more confused than ever.

What is the BEST hardware under $300 dollars that I can spend to get the BEST quality DVD from video tape. I have tried those those simple pci video input cards with the video/sound input but the quality literally sucks. Also, I need recommendation on software for this conversion, too.

Well, the recorded quality on analog video tape is poor to begin with - you can't magically compute a higher quality into it. On a regular TV, you won't notice as much as on a computer monitor, particularly because on the former you're not going to look at stills.

Those simple PCI video input cards give you /exactly/ what's incoming. For DVD mastering, you need to digitize in 720x480 or 720x576 (for NTSC or PAL). You will find that the image quality doesn't suffer much even when you go down to 1/4 quality, 360x240, simply because the source material is so poor.
