Next I suppose you'll ask something like "I need to have my gall bladder removed, should I have a surgeon do it?"

He suggested using Western Union. Anyway, I will ask him to give me another option.

A WU transfer to France will probably cost you anywhere from $15 to $50, depending on the amount....it's not cheap..
