Ask him. Most likely, it'd be to a military PO box on the base, or addressed to His Name, General Delivery, Base Post Office address.

6.3Address Within United States

Mail addressed to military personnel within the United States must show the name of the military installation, state, and either the correct ZIP Code or ZIP+4 code. In addition:

a. Mail addressed to Army personnel must show full name, including first name and middle name or initial, and organization.

b. Mail addressed to Air Force personnel must show full name, including first name and middle name or initial, organization, and box number (if served by a PSC).

c. Mail addressed to Navy and Marine Corps personnel must show full name, including first name and middle name or initial, and organization.

d. Mail sent to dependents of military personnel for delivery through the sponsor?s military unit must be addressed in care of the sponsor.

e. Mail sent to dependents of military personnel for delivery at the sponsor?s military quarters need not be addressed in care of the sponsor.

A lot depends on how the base is setup to distribute mail. Ask your buddy.

Most permanent installations assign post office boxes to permanently assigned personnel. I don't know about navy ships but some army and marine people still get their mail at mail call.

You have not offered enough info to receive valid advice.

Yes.

With any mail, address it as such:

First M. Last
Co Bn
Fort, ST ZIP

I would ask him, though, in case his unit has any special requirements.

Yes, although it will not get distributed directly to them. It gets sent to a sorting facility, and then after thta, military mail takes over. So it won't get there any quicker. It's best to send via USPS. If this is overseas, it will be sent to a FPO / APO, in which case you will have to fill out customs forms as well. Also, mail depends upon the base and mission as well. Mail going to / through recruit training bases is predominantly slow as hell due to traffic.
